Board Member Jeremias “Jerry” Singson is fondly considered by his province mates as the “Father of Day Care Centers” for his strong advocacy for child-friendly day care centers throughout the province of Ilocos Sur. What pushed him to adopt the day care program as one of his public service drive is the fact that the human brain grows the fastest during pre-school age and thus each day care child can absorb best the teachings of elders and mentors. He also aspires for the procurement and distribution of reading materials for the day care children and day care workers.
In his capacity as Vice Governor in June 2008, he recommended through the Sanguniang Panlalawigan of Ilocos Sur and for the joint sponsorship/authorship of Congressman Ronald V. Singson and Congressman Eric D. Singson, and Provincial Governor of Ilocos Sur Deogracias Victor “DV” Savellano for the enactment of a national law covering day care workers benefits and incentives. As chairman of the League of Vice Governors of the Philippines, he also recommended this for endorsement by the Vice Governors to their respective Congressmen and also to the Senate.
He also spearheaded the conduct of training seminars of the 725-day care workers for a child-friendly system. He is again working for another seminars to upgrade the skills of the DCWs. This will also involved the fund assistance of the Provincial Government of Ilocos Sur under Governor Luis “Chavit” Singson, Congressman Ronald V. Singson, and Congressman Eric Singson Jr.
From 2007 to 2010, he hired carpenters in producing children’s chairs and tables that were distributed to the various day care centers with a total of 5,790 sets. To this date 24 of the 34 municipalities have been completely or partially distributed with sets of tables and chairs to be used in day care centers of each respective towns. Up to this day, he still aims to resume tables and chairs and will continue to seek funding for the construction and repairs of day care centers.
